You should make it a .gif in GIMP, an add an alpha channel in the back so it's transparent.

Here's the tip to doing this:

New smiley! 8542210

Click on "Save Picture as" and it will automatically be .GIF and then you just upload it onto here, and TADA! It is animated and clean!

And then I guess add it to smilies.
